About the Silver Peak Risk Index

A clear, outcome-based measure of your fleet’s true safety performance.


The Silver Peak Risk Index (SPRI) is a proprietary 100-point safety score developed by Silver Peak Compliance. Using 24 months of FMCSA-reported data, SPRI gives carriers a straightforward, accurate view of how their safety performance compares to established safety expectations. Unlike systems built on volatile percentile rankings or inconsistent enforcement activity, SPRI focuses only on real safety outcomes—what actually happens during inspections and on the road.


This makes the score stable, predictable, and easy for carriers to understand.

   

What “Outcome-Based” Means

SPRI measures results, not assumptions. Every part of the score is based on documented safety outcomes, such as:


  • trucks or drivers being placed out of service
  • crashes occurring relative to mileage
  • equipment violations found during inspections
  • whether crashes involve injuries or fatalities


These are real events recorded by FMCSA—not opinions, not estimates, and not volatile percentiles that change due to inspection patterns. By focusing on outcomes, SPRI gives carriers a reliable picture of their true safety performance. When a fleet improves, SPRI reflects that improvement directly. When risk increases, the score will show it. 

What SPRI Measures

SPRI evaluates six outcome-based safety factors. Each factor is compared to the static SPRI Standard, ensuring your score only changes when your performance changes—not because the national averages moved.


The SPRI standards are:


  • Driver Out-of-Service Rate – Benchmarked to the SPRI Standard of 6.67%.
  • Vehicle Out-of-Service Rate – Benchmarked to the SPRI Standard of 22.26%.
  • Maintenance Violation Load – Measures the average number of equipment-related violations per vehicle inspection, ensuring the score fairly adjusts for fleet size and inspection exposure.
  • Crash Rate (per million miles) – Benchmarked to the SPRI Standard of 1.5 crashes per million miles (based on FMCSA audit criteria).
  • Fatal Crash Rate (per million miles) – Benchmarked to the SPRI Standard of 0.0176 (based on 1.76 per 100 million miles).
  • Injury Crash Rate (per million miles) – Benchmarked to the SPRI Standard of 0.35(based on 35 per 100 million miles). 

How the 100-Point Score Works

Scores stay low when a carrier performs at or better than expected safety levels. Scores increase when safety performance exceeds risk thresholds.


  • Lower score = safer operations
  • Higher score = greater likelihood of FMCSA attention


This simple structure makes the index intuitive for carriers, insurance brokers, and safety managers.

Why SPRI Doesn’t Use BASIC Percentiles

BASIC percentiles can rise or fall due to external factors such as:


  • where a fleet runs
  • how often it is inspected
  • differences in regional enforcement
  • small swings in violation counts


This can create confusion and make performance difficult to track. SPRI avoids this problem by using outcome-based metrics and static benchmarks.
